Is it possible to have concrete overlay done on existing concrete, or is this only for newly poured concrete?

I have two concrete squares, 6.5″ x 9′ each that froze while curing years ago. I’d like it fixed. I had it overlaid once and it did not work.
My neighbor, Jeff Horsely, is a concrete contractor and seems to think you can do the job properly.

      Hi there, Mark!
      This’s Kent with CDS.
If you’re not apposed to sending over a few photos of your concrete that you’re concerned about, I can evaluate it and get back with you at a contact number most convenient for you…will that work for you?

    Hello,
We live in Washington City, in Southern Utah. From your contact sheet it is hard to tell if you are currently working on projects in our area. We have a driveway and walkway that was resurfaced a few years ago, but it is already looking poorly and wearing in some places.
Is there someone that lives nearby that could come and give us an estimate of what can be done?
    Thanks,
    Karen

We are in the process of buying our first home in New Jersey to close end January. Its basement is large unfinished and original from 1930. It can be a fab space with some well thought out renovations. The floor is concrete but weathered. I am looking to have this space be my home office for my fashion company. The walls are stone.
